Atmospheric pressure at one location will change due to the weather and at the geolocation of measurement will also change at different heights above sea level. The height difference at the top of the chimney to the fire is insignificant. Over 10 m there is a change of 0.079mmhg at standard atmosphere ie a good day. During a storm this is less, this difference will never affect a downdraft on the chimney as it is already negative and encourages updraft.

We had an air intake 100mm pipe installed under the floor when the fire was installed. The output is directly behind the fire. It was rodded by the sweep this week just to be sure. Nothing. Our previous house had a piece of 6" plastic drain pipe built into the floor to the outside to ensure a good airflow.
As for low pressure - how would that stop smoke rising - high pressure is more likely to do so perhaps - air pressure is the downward force of the air. Same reason tides are higher when the pressure is low.

We have a fully functioning fire at last. After the third visit from the sweep. This one went up on the roof and took the chapeau apart which was gummed up. So much clinker I couldn’t believe it. Anyway all sorted now and no charge. Phew.
