"Many long-term residents were surprised at how simple the process was and how few supporting documents were needed – but this was a deliberate choice by French authorities, intended both to make the process simple for their own administrators but also to ensure that vulnerable residents – such as pensioners on low incomes – were not incorrectly denied the right to stay in a country that had become home."

Unfortunately, this process was then abused by some second-home owners who profited from the easy process to obtain their "best of both worlds" card.

They might be regretting that abuse now, and quite rightly so!

I guess that there may also be health cost issues, were they to fall ill whilst in France - would the EHIC replacement cover someone claiming to be a permanent resident?

I guess if they fess up, that they knew they were fraudulently applying, the fine may be less ....!

I have a Titre de séjour. Presumably that is the new name, or is there a carte de séjour as well.

My new permit is a Titre de Sejour as well - so maybe that is the standardised term.

They are one and the same. The correct term is Titre de Sejour, what you physically get is a Carte De Sejour.
