How would an in ground, concrete pool collapse ?

maybe not so much collapse as float out of the ground (due to a high water table) always a risk with buried vessels like fosse septique.

Yes exactly so, and if the water table rises at one end faster than the other, the pool is likely to break its back.


As for filling new pools - absolutely forbidden here, but maybe allowed elsewhere. Any self respecting pool construction company would know the rules and would not install unless filling were permitted.
