I'd have said that the rot set in with the advent of the 'sans permis' vehicles and the possibility of 'buying back' lost points

Our son applied to a local Driving School, at the end of August, for a course of lessons. We're STILL waiting for the go-ahead from ANTS for him to start - and actually be legally allowed to get behind the wheel of an Instructor's car.
Oh the joys of trying to do things properly and play the rules!
No wonder drivers are getting worse here!

Exactly - after all, you could have been very naughty and gone instead to somewhere like
https://permisdeconduireenregistre.com/ instead of ANTS for your French licence - and I think there are other alternatives too - even UK and Swiss.
Once upon a time, such people were also offering HGV licences - I mean, what could possibly go wrong?
