If the old pump had a gasket, then you should apply a new gasket, sealant is not required. Be careful when cleaning the counter surface, do not score it.

Not having any experience of the Kubota engine, there are some engines that do not have gaskets everywhere. From what I see of these engines, the water pump has a large and intricate casting and requires a new gasket. care should be taken to tighten the bolts evenly to avoid distorting the casting.

Always use a fresh gasket. Since living in France I have made much use of home made gaskets made from either proper gasket material available online, or the old standby cornflake box with a thin coating of Blue Hylomar gasket goo both sides.
