What does this mean for second hand cars?
As one who is buying a new car next year, I may be able to help, the EU is trying to reduce Co2 emissions, so any car with high emissions will have to pay a "Malus" tax at time of registration, its on a sliding scale, so a lot of the bigger cars with high emissions could have a extra tax to pay of up to 60,000€ we have been looking for a month or so the dealers are not taking orders on new cars until this is decided, I believe that this Tax was put back on the 28th of October but they have until 31st Dec to get it through, so as said the dealers cannot sell new cars that are likely to attract this new tax, EVs are not effected and Hybrid pay a smaller amount. So people are not going to pay so much more for a new car when cars already registered will not be liable, hence the second hand market prices will increase, (it already is doing" as demand may outstrip supply. So we like many others especially the dealers are in limbo until we have confirmation. Considering whats just happened to Jaguar in the UK I would expect to happen over Europe in the next year or so. This is my understanding of the changes.

I couldn't make any sense of it either, with all the faffing about trying to copy/paste into a translater but it certainly doesn't seem like good news. Many of us will never be able to buy a new car and must depend on buying older cars. These are most often carrying very high mileages and silly high prices. Any retroactive tax at the proposed levels will be crippling. I just paid €2500 for an 18-year old car and will have to dump it if I am required to pay a load more on top if this new law comes in.
I managed to read the fine print at the bottom of a TV car ad last night. The wonderful planet-saving computer on wheels was one of a price range of between 37 and 90 thousand pounds! Who the hell apart from drug dealers and politicians can afford to spend that sort of money on the latest electric Rubbishvagens?

Load 'google translate' and put it in your bookmarks bar. When entering a foreign language website clicking 'google translate' will translate the whole site.
I've just done that with the link the op posted and can read the whole article in English no copy/paste required.
Edit: £10000 has been the limit for cash transactions in the UK for years

This tax is only on new cars, not on any already registered, there was exemptions before ie Handicap, large family converted mini bus, vans, and pickups with less than five seats, some of these now seem to be fair game, but nobody knows for sure until the end of the year.

And don't buy something that looks like a SUV if you want to go to Paris next year. One idiot in a car and the remedy is collective punishment. Devils drive SUVs, Saints prefer small cars. Life is simple isn't it, don't complicate it.

From a French website, the hybrid cars, using the 1800 kg treshold:
Un SUV hybride pesant 2 000 kg serait soumis à un malus de 200 kg au-dessus du seuil. Si le taux de malus est fixé à 50 € par kilogramme, cela représenterait 10 000 € de taxe additionnelle.
Un autre modèle hybride pesant 1 900 kg verrait un malus de 100 kg au-dessus du seuil, soit un montant estimé à 5 000 € si le taux est de 50 € par kilogramme.

Le malus au poids est une taxe additionnelle qui s’applique aux véhicules neufs en fonction de leur masse totale, si celle-ci dépasse un certain seuil. Thanks RA not seen that last bit, why do people "pigeon hole" drivers and other people in life? I drive a large SUV and not a devil, if I want to buy a 100K car then I will, I was a very hard working guy from the age of 15, until I retired and now are beginning to benefit from my pensions, just the same as millions of other people, so take offence at been labelled as such.
