Oooh I like the Vaseline idea - a nice splodge right in the middle of the driver's side, tinted with shoe polish !!
But some sort of glue that's a pain to remove and slap in the driver's view sounds even better !

The importance of colour.
I used to have a similar problem accessing my parking space in Poole. It was usually visitors staying overnight.....long enough for me to let the air out of a tyre. I had to wait until they changed the tyre before they could move away but it was good fun watching some of them trying to do it for the first time in their lives. 
And heartwarming to imagine them taking the flat tyre to a garage to have it repaired when there was nothing wrong with it.
On my headstone it will say: Please switch off mobile phones. I'm trying to get some sleep.
