I dug up a big clump of pampas at our last place as I just didn't like it. I then kept the patch mowed, which seemed to work.

Pampas grass
We have two here (we inherited them when we bought the house). We cut them down each Winter. They haven't caused any problems so far. I think they're attractive. I did read that they are a haven for wildlife, especially snakes. So, I'm careful when I cut them back and always wear gloves as those leaves/strands are hard on the skin.

Pampas grass
We have two we planted only the year before last. Bought from the garden centre. We needed a tall quick growing plant to mask the view of our neighbours unsightly shed in the next field.
I didn't know they were illegal. Especially since they were openly for sale in the garden centre, and even the Marie up the road has one by the village sign! Several gardens here have them too.
