Some of the leakages have included addresses and credit card numbers - so it is not impossible by any means - though a tad costly.
Were it true, I would expect a fake page, similar to those capturing bank details as part of the Delivery Payment Smishing - leading to a Push Payment fraud.

I understand how to clone a card for online card not present transactions but for card present purchases a pin would be needed and details of the pin would need to be on the chip of the manufactured Card

This is not how the fraud works - it will be the "activation" that will require further information like your bank details.
