It is why, for example, fracking in the UK will not in itself reduce the price of gas - although there are some on the extreme right who might have you believe differently.
The fact that a fuel is produced at the bottom of your garden, does not mean that it must automatically be delivered to you at reduced cost, when the same producer can sell it into the international market at a higher price.
