I've downloaded Pixlr.com, a free software as recommended by someone here (for which thank you !) and just had a play with it.

That's a very nice effect @Blaze I know the Purists don't agree but l think sometimes there is just as much skill in post editing a picture as taking it - Here's an example - All a question of personal taste.

@Char I acquired loads of textures off internet years ago, they're freely available, so have fun !
I put the texture on top of the photo, made it more transparent, and "rubbed out" the boat and the green on the horizon.
@Oldblueraincoat Love the last one, it looks like a Matisse painting !
I don't worry what the purists think and I agree, PP can be very time consuming and if you want to achieve an interesting effect. But isn't it fun ?!

My preferred program for producing art effects is the free (and French-developed) FotoSketcher. You can download Windows and Mac (up to MacOS 10.14 – Mojave) versions at https://fotosketcher.com

It's not a 5 minutes job as you add a layer which covers the whole thing, adjust the opacity, then "rub out" bits of the original photo that you want to keep un textured. But it is fun.
