Rights generally have to earned or won. They are not necessarily automatic which is often conveniently forgotten.

French youth will ‘learn discipline’ at reform centres under military command, says prime minister

Delinquent French youth will be taught “discipline” under military command in specialist educational centres, the country’s prime minister announced on Thursday, as she unveiled measures intended to prevent fresh riots after a summer of unrest.

Elisabeth Borne also pledged to clamp down on parents of minors who riot, saying those who “shirk their educational responsibilities” would have to undergo “parent responsibility courses or do work of general interest”.

In case of vandalism and damage to property, she said parents would have to pay victims’ associations.

Riots and nationwide bouts of looting erupted in June after police shot dead 17-year-old Nahel Merzouk for allegedly refusing to stop his car during a check.

At the height of the unrest, 45,000 police were deployed to cities across the country, with about 2,000 people later sentenced to prison terms.

The government said that the majority of those who took part were minors and “60 per cent came from single-parent families or separated parents”.

Emmanuel Macron, the president, said in July that the lessons learned were the need for “order, order, order”, citing the importance of “a return of authority at every level, starting with the family”.

Outlining her plan to prevent more disorder, Ms Borne said she wanted to table a law to force young delinquents to be placed in secure educational units and in certain cases for them to be under military command so they “learn discipline and to surpass themselves”.

The government also wants to strengthen the municipal police, she added, granting them powers that until now have been limited to the judicial police at the behest of prosecutors.

Ms Borne did not provide any further details on the policing proposal.

But those who post or relay images or footage that incite riots and violence face a six-month social media ban under the plan, she said.

She also pledged €100 million (£87 million) for the reconstruction and reparation of damaged buildings.

“The objective is to provide structural responses but also clear responses of firmness and authority,” said Aurore Bergé, the minister for solidarity and families.

Further measures are expected to be announced by the education and housing ministers on Friday.

“What the French expect is the return of the authority of the state. They want to remain masters of their own country with regard to immigration and want to ensure their representatives in the broad sense (police officers, teachers) are not under threat,” said Frédéric Dabi, general director of the IFOP polling institute.

Bring back National Service! Then again, all those riots would have been avoided if the copper hadn't been so trigger happy and egged on by his mate "just because the little toe rag at the wheel was a known law breaker".

Shame those at the top end of the food chain who commit bigger felonies every day don't get threatened with a bullet to their heads .......

There's no easy fix, that's the only hard truth. How to "deal with" youth offending is part of a much bigger problem: how to reform criminal justice and mix real penalties on offenders with some compassion. Even when the English system was creaking badly 30+ years ago, I think they understood more than the French do today.
