Would you still suggest buying a panel with a built in regulator? Or is the regulator now not necessary in this setup?

Yonner, the run of the mill solar panels old style need a dedicated regulator. The panels with buit in regulators are relatively new on the market, so check and double check the manufacturer's specifications to see if you can put them to "camping site" use with 12 volt batteries. Quite simple wiring with these little regulators, you can buy them from the usual sources for almost next to nothing. In more detail this one.
