Charge for non-Linky meter reading from 2025?
There is a proposal by La Commission de régulation de l'énergie (CRE) for a ~64€/year charge from 2025 (the rollout of Linky meters should be completed in 2024). This might be an incentive for those who have refused Linky meters to reconsider?

@ Niemeyjt, you can find the answer to your question - it is mandatory - in this concise summary produced by the French consumer organisation "Que Choisir". Extra charges for Mr Meterman? It has been debated in the Assemblée and Sénat the last ten years, strong feelings were expressed.....If you are interested in the general public debate that has been going on for the last ten years, there is reading stuff in English. Published on the website Pontnoir (doesn't exist anymore). As from the early days of the introduction of the French smart meter it has been an interesting debate about hidden costs and benefits. Your reporter RA in discussion with Alain Bazot of Que Choisir, December 2010.

It is mandatory but there were both individuals and over 800 communes who originally refused.

Is the Linky meter mandatory?
This brings us to the crux of the matter: can you refuse the Linky meter? Theoretically, no: it may seem strange but "your" electricity meter is not actually your property. It belongs to your local authority, which has delegated its management to ENEDIS. At least, this is the case in the vast majority of cases: on the other hand, in about 5% of the territory, it is the ELDs (Local Distribution Companies) that manage the meters. All this to say that, normally, you should allow access to your old meter for its replacement. Except that, legally, the technician cannot enter your home without your consent to install the Linky meter. If you refuse him access, he will leave without installing the new meter, that's all. In practice, rather than engaging in a "tug of war", ENEDIS allows you to refuse the Linky meter until 2021. But after that date, the Linky meter will be mandatory.

Its a wonder there wasn't union reaction regarding the loss of meter reader jobs once the Linkys are all installed.
On my headstone it will say: Please switch off mobile phones. I'm trying to get some sleep.

@ Hughnique: in the so called "Groupe EDF" with many divisions worldwide, the ENEDIS is a real moneymaker, compensating for the losses elsewhere, ambitious international nuclear projects. Taking also into account that the French government owns most of the shares, that among the "Actionnaires institutionnels" there also government linked institutions, it seems unlikely that there will be a flow back of cash in the direction of the consumers. Unless Paris would decide to impose higher taxes, not something candidates to the French presidential election 2022 are going to support.....
