I think you need to separate Russians and Putin - as Macron said "The world is not at war with Russia - just Putin".

And it is Russians donating to the Tories - not Putin. To put it the other way, if I gave some money to Biden or Trump then that would not equate to the US being in hock to the UK Government?
The UK has lead with regard to sanctions - proposing the SWIFT ban whilst others dragged their feet.
The UK has helped with arms, like 2000 Anti-tank weapons whilst others blocked the resale of arms and closed airspace to weapons shipments.
The UK hosts a number of Russian dissidents - some of whom have been assassinated in the UK. Which other countries have had a Novichok attack on their territory, for example?
So no, I do not think the UK Government has pulled their punches. BoJo is open to many criticisms (and I am first to criticise him) - but not this one.

Another one agreeing with @niemeyjt but we should not be blind to the issues that Russia (and so Putin) has been working hard to destabilise the EU and individual countries in Europe and beyond. There are strong rumours that they played a part in influencing the Brexit referendum (but not proven publicly).

It's sad when sport and politics become entwined. The latest casualties are the Russian and Belarus athletes not being allowed to compete in the 2022 Winter Paralympics in Beijing.
IPC president Andrew Parsons said an "overwhelming number of members" had told his organisation they would not compete should athletes from Russia and Belarus be allowed to take part.
Parsons described the Russian and Belarusian athletes affected as "victims of your governments' actions".
