Please don't assume just because you have seen someone or business using a hosepipe that they are using fresh water, I like many have collected rainwater and on an evening if you drive pass, you will see me with my hosepipe watering plants and bushes, even I draw the line at watering the grass, it will look like Iam using tap water, so just waiting for one of the nosey English resident's to say something

Yes, I realize that as we too have a hose connected to ASA water (not city/treated water as we have a second hose for that). Of course, now that we are on level 3 restrictions the ASA water has been turned off completely. So, where I live, unless you are using collected rain water or collected used water I know of no other water source except city water; which we cannot use to water plants.

We manage to save enough "spare" water to keep our plants watered but we are not suffering the heat of you folks further south.

Our golf course is doing limited watering from an on site reservoir that can't be used for anything else

Well a drought. It seems now to be a regular phenomenon and the signs are it isn’t going to get any better soon. Maybe governments should be building more reservoirs to store the hivernal rain before it becomes really serious

Or every house buries a water reservoir to catch rainwater - it might even be used for toilet flushing as well as outdoors.
Has anyone worked out what the annual rainfall volume is on a square metre of their roof?

Just had a quick look & it appears that average annual rainfall for my area, 1991-2021, was about 850mm therefor 850 litres per square metre of roof.
If I could capture all of this water from the approx. 400m2 plan area of roofs (house, barn, stables etc) in one area here it's about 1/3 million litres per year.

That's a joke, yes? In Lot et Garonne, the Préfecture has banned agriculteurs from constructing more reservoirs. I wonder if the idiots who decided that are having a re-think now?
