It doesn't take a huge amount of brain power to realise that placing restrictions or charging for disposing of rubbish will result in fly tipping. As mentioned above, it is well illustrated by the continuous stream of litter and crap dumped by the truckload in quiet lanes in UK. When I did my "grand tour" of Europe years ago I came back with a clear image. Italy was the worst of the lot for roadside rubbish. Today it is England. Let's pray France doesn't follow suit.
Don't know where you went to in England, be we are nowhere near the worst!! We drove to Greece through the balkans and it was clear to us that the further south and east you go, the worse the litter and refuse amenities get. Sicily was appalling too.
But you're right about the decision making - i mean what do the authorities expect!!
We've had people here recently - in uk - from Indonesia and china, and they are amazed at how clean the countryside is, dog knows how bad it must be there.

Having seen the results of removing bins and introducing charging elsewhere, why do TPTB think that for some reason it will be different when they do it?
We've just received our first official Facture from SMD3 - the local crooks, I mean contractors, who have taken up the refuse collection. The original "Note d'information sur la mise en place de la Redevance Incitative" stated that we were allowed 52 ouvertures (for a family of 3), at a total of 166€. IE, 3€ per opening. That was then replaced by a second one, and subsequently the bill, reducing our allowance to 34 ouvertures, at a cost of 177,50€, ie 5,20€ per opening.
Talk about a ruddy stitch up! Seeing as we have to do all the work now, the bins are often full/don't work, and they've nearly doubled the price as a result.
Grr! Not a happy bunny - I have written them an email, for what it's worth, asking for an explanation as to why we a) Get less openings (which isn't really a problem), but more importantly b) Why the price hike with such a terrible service!
I think you’ve had a good deal! I paid 192,50€ with the abonnement au service at 109€ and 16 openings at 83,50€.
That is for one person, expensive and limited use especially as I clean up after my dog. It also restricts me as to when I eat certain items, eg prawns, because I don’t want the remains in my bin for 3 weeks.
Perhaps I should follow my neighbours’ example - they let their 2 dogs do their business on the gravel between my house and theirs (chain link fencing in between) and just leave it. How they can do that with 2 children under 8 running around?
Our rubbish collection is excellent here, weekly for brown general rubbish bins and fortnightly for yellow paper/plastics/tins. Bottles have to go to the dechetterie. We seem to generate very little general rubbish as it's mostly recyclable, can be burnt or goes in the compost bin. We could go for longer without a collection but fish remains and shells stink and attract maggots ... Unsurprisingly the dechetterie won't accept scallop shells though we've seen people try it on !
@Chappers51 We are at the end of a little road that becomes a track though the Maire wants to make a cycle track .... Why people let their dogs leave little piles outside our house when there's a field on the other side beats me. I've yet to catch someone in the act ....

That didn't include the abonnement - it totals 286,50€ in all.
Yes, I have the SMD3 facture in front of me. Abonnement for 2023 = 109,00€ with Forfait of 26 openings for 2023 at 135.70€ or 5,219€ per opening. Total bill 244,70€. Household of 2 people.
So, we are allowed one opening every 2 weeks. The opening typically will not allow a fully packed 50l sac. If we smash the 50l sac down after sealing it, it will pass through the opening. So, we'd be hard pressed to get more than one sac deposited per opening. Normally, we would take 1 sac to the trash bin every week to 10 days.
Obviously we are several months into 2023, so the 26 openings will not be a problem this year. However, my concern was for next year. Will the card seize to work after the 26 openings? Or, will you be charged an additional fee for each additional opening? If so, what would that fee be?
I sent off an email asking SMD3. Maybe one day they'll answer, who knows. I suspect they have been inundated by questions.
I did post on the town's Facebook page and got the answer that the card will continue to work and each opening beyond the amount your household is allowed will be invoiced at 5,00€ per opening. So, if accurate, if we deposited one bag per week, our facture would clearly double.
And yes, the bornes round here are also surrounded by sacs and garbage - either because the borne can hold no more - or because the person doesn't have the card needed to open the borne. It took 3 weeks for us to receive our card back in the beginning of April.
There are folks on the town's facebook page that are saying they refuse to get a card; refuse to pay, etc. Fine and dandy to say that, but what are you going to do with your trash ? All bins in the surrounding cities are locked. I've seen people stuffing the trash bins at gas stations with their household garbage (having not purchased any gas...).
The surrounding shopping centers and shops all have added devices on top of their normal trash cans located in their parking lot or at the entrance to the store(s) that prohibit depositing anything much larger than your hand.
Yes, I fear we will be seeing a LOT of trash along the roads and in the countryside. Who thought this would go well??
There are often black bags littering the outside of the bin areas. So much so, that a separate truck goes around picking up the "extras". I've heard this happens in other communes too - so the system really is rubbish, and that's probably why they've put the unit price up.
The dumping will obviously increase with tourist season - hmmm, really looking forward to the mess at the end of the road.
This was sold to us as being slightly cheaper than what we paid on the TF bill. Although TF has gone up, so it's now just an extra cost, despite us trying to compost food waste etc.
Can't even access our account to see how many openings we've had so far this year (on average every fortnight), because it doesn't recognise our email address. Despite that being the address they sent the original information to.

Yes, their site isn't working and hasn't been for days. I tried to do the same and the site just loops. Doesn't recognize the sign-in details (which are accurate).
