I think containers designed for the job are safe in normal use - it is the improvised ones that I agree could be an issue.

People can do some very stupid things to hoard petrol during shortages - http://news.bbc.co.uk/1/hi/uk/1220240.stm

So dangerous to carry 5l petrol in a plastic can designed for the job.
Rather than carrying it around in a 60l plastic can also designed for the job.

The latter being the fuel tank in your car.

I guess the difference is a tank is fixed and does not roll around - and is protected by the bodywork of the car.

What are the French legal rules?

I wonder, in the case of further fuel shortages, whether grass cutting would be considered a necessary "journey"!

Presumably it would not be beyond human ingenuity to siphon enough for a lawnmower from the car tank?

It's autumn, FCS! The grass is finally coming back to life, as are millions of weeds. We gardeners need carburant. What are we supposed to do? Toddle along to the local garage on the ride-on? ******g idiots.
More importantly, farmers (and other businesses) need fuel to continue their work at a crucial period. These rules are made by unthinking foncs living in a logement de fonction.
Don't farmers tend to have big cuves of fioul on site, though, MAD? Which presumably is delivered? I should think even the foncs recognise that he agricultural sector is classed as a priority.

Which doesn't work terribly well when the car runs on diesel and the lawnmower on essence

Surely, your use of the adjective "benighted" was intended to apply to the politicians and not France as a whole? :o
With one thing and another just lately, it's touch and go :D
