A dreadful thing to happen at any time, particularly just before Christmas/in winter. It sounds as if it started while people were sleeping.

I note the prosecutors are investigating, so I guess it is better not to second guess the exact cause and their findings.

However, I get this sense of deja-vu - and wonder why we never learn from previous events - or if it is just a case of knowing but not doing it for whatever reason.
