Once upon a time there was a scheme whereby the government, if you were on a low wage, made a contribution to your top up mutuelle, is that still going??

If you are affiliated by using an S1 form, ie the UK government funds your care, then no.

I have had this some years back and have had an S1 all the time? Oh yes sorry just seen the link, post brexit benefit yet again.

Yes. The new rules are a result of Brexit, or rather one of many loose ends left out of the exit agreement.
On my headstone it will say: Please switch off mobile phones. I'm trying to get some sleep.
