I think that the reporters presumed reclaimed meant reclaiming from the sea but it turned out that they were going to reclaim some land they owned on the western docks.

I've now seen mention of the plan to reclaim land in the Western Dock to be used for EES vehicles but no mention of how that would work unless it is just a holding space? Is there a separate/dedicated road between the Western and Eastern docks?

No dedicated road. The Esplanade and Marine Parade have housing and businesses on them and putting in a secure road between them and the shore would isolate the beach which was used for storing and launching dinghy's - I learnt to sail there.

I think they just want more space to hold the traffic jam. 500 cars parked at the Western Docks is 500 fewer cars parked on the M20.

From Hansard:
The introduction of an amendment to UK legislation to ensure that an additional French control zone within the Port of Dover’s Western Docks can be operationalised by French border officers in the same way as they currently work in the Eastern Docks and create additional capacity. This has been laid before the House today and there will be an opportunity for further discussion on its contents separately.

and from elsewhere (but no timescale for implementation):
The port plans to change the location of passport control for passengers arriving to board ferries from Dover’s Eastern Docks to a new border control zone at its Western Docks as part of major upgrades to its port infrastructure, including building bespoke facilities to carry out the checks. Car passengers will be checked in their cars using agents with tablets.

I saw Eurotunnel have built a new section as well - presumably to do initial fingerprints - but they are less constrained.

A date has finally been set for the introduction of the EU’s much-heralded and much-delayed Entry-Exit System (EES). Commissioner Ylva Johansson confirmed that it would come into force on November 10 this year.

And the proposed visa waiver system (or ETIAS) will be introduced by summer 2025.

UK to spend £10.5m on new EU border checks

The government is to provide £10.5m worth of funding to prepare for new EU border checks this autumn.

The Port of Dover, Eurotunnel at Folkestone and Eurostar at St Pancras will receive financial aid to help reduce queues for travellers.

From the autumn, travellers from the UK and other non-EU countries will have to go through a new digital border system called the Entry/Exit System (EES), which is being brought in by the EU.

This will involve having your photograph and fingerprints taken.

Love the way it’s described as because of EU red tape, the irony meter just went off the scale.
